Looks like the creator of the mode didn't prepare for some exceptional state, so now the game doesn't know what to do. Voteskipping the map might help. If not, a server restart is probably needed.

Restarting the server fixed it.
Very likely caused by that the server ran non-stop for several weeks, "corrupting" the timer's integer and messing it all up.
