Server: GetBillState returns payed , but no planets added

Hello,

i am using GetBillState in a script , and for some reason the script returns status payed, but sometimes the player wont get charged, and the server does not become the planets. (sometimes it does, sometimes not.) any chance to clear this up ? - i am debuging it atm and can of course, later post transaction id´s which are not payed. (but show up as payed).
As shown in the following answers, u can see that it seems to be playeracount depending if the transer really happens or not.
(Server is set up with 5 chars validation code from playerpage- and is able to get donations /payments) but nont from everyone. THis needs clearing from the masterserverside, cant see on gameserverside what happens really with getbillstate - onl the state of payment, and this returns back payed. even if its not payed.

I mean here are the transaction numbers and logins, those must be on the masterserver too.
