I'm not sure if this only happens to me, but in my experience, there are some strange things about the shadows.
1) If i validate a map, calculate the shadows and save it, everything is okay.
2) If i calculate the shadows, save the map, close the editor and open the map again, the shadows are gone (but the map size is as big as if the shadows are calculated).
3) If i play a map in local play (with shadows calculated on normal), everything is okay. If i open the same map in the editor, the shadows are gone. Doesn't happen, if the shadows are calculated on high quality.
About point two, i find it really strange and it costs me about 5 hours calculation for each map i build.
About point three, again a strange thing. It happens to me quite often during map testing sessions for tournaments.

Another point to this issue.
I build a map, calculated fast shadows, validated and saved it. Open the map in local play and everything was fine. Went back into the editor to make a better validation time. Editor said, shadows aren't calculated. Saved the map without changing anything (map contains still the last validation time). Exit the editor. Couldn't open it in local play, because the shadows weren't calculated (but map was validated from the first time where i had calculated the fast shadows).

This doesn't totally apply to what you said, but I'm just curious...
In settings -> display -> compatibility... what do you have lightmap quality set to?
Let's say you have it set to "High". When you go to load a map that has lightmaps calculated lower than that, the game will still want to calculate those shadows again so that it shows them in the quality you've chosen in that compatibility menu.
I think the exception would be when playing online.
Well, that's just a little nugget of information I figured out. I think you're still experiencing some other bugs not related to that.

Lightmap quality is set to veryfast
Lightmap size is set to auto.
With the first one, i should always have shadows shown, shouldn't i? Because the players need to validate a map with at least "fast quality level", to get it played on a server, right?

But I have some issues too, where very fast shadows disappear after reopening the track.
