This seems like a simple question but its pretty advanced actually...
How do you manage to phase or noclip blocks into each other? Some of the blocks in each of the games have very poorly optimized space usage, and a lot of the time I find I could do a lot more with my maps, both aesthetically and functionally, if I had the ability to put blocks where they do not want to go. I've seen more than a few maps that have separate blocks taking up the same position in space. I'm mainly concerned with the Stadium environment in this case; For example, I could create a nice narrow corridor if I could put two TM2 Stadium circuit blocks in the same position in space, or I could have a piece of track lead underwater, or even "bury" the trench pieces in dirt hills.
I've found nothing about this in the game documentation. Is there some sort of trick by using an external editing tool of some sort? Or do I have to download some mod? Google isn't much help.

The term you are looking for is called blockmixing.
Here are two user made tools.
MapEdit
MpEditorUnlimiter
I prefer MapEdit, but every one has it's own taste. But in the upcoming TM2 update, there will probably be an implemented blockmixing function in the official editor.

Wow we have such an update coming already? Didn't see it in the news...
Re: Regarding the Track editor for all version of Trackmania
It was announced already early this year: Maniaplanet Update #3 information
Although the mixmapping for TrackMania is not clearly visible there, but it was later announced in the same thread: Mixmapping for all titles!
