The questions you asked aren't exactly the same.
Hylis actually answered two different question so the right answer had to be one of them.
In my own words:

Will you get a free copy of TM2 because you are a part of the old beta?
No, you will need to pay for the game like everybody else.

Will your old beta license upgrade to a new beta license?
He doesn't know yet.

Talking for myself again now, I would be surprised if the old beta would upgrade to the new.
It seems the new beta is in part a pre-order for the full game, so basically a license for the full game.
(There is no other pre-order deal.)
If that is always the case, that would still mean you'd get the game for free, which wouldn't be fair.
Unless they'd upgrade your old beta to the new beta without the license for the full game.
That would mean you'd have the buy the game later when it actually comes out, or just pay for the new beta like the rest of us.
