No, I have run Xaseco several years, and only get wins with minimum 2 players :-) Yes I think it needs to be changed. A player can drive alone all night and get a lot of wins, though he is not fast at all. And the statistics are at the same time completely wrong (false) Also in real life, you can on...

If you drive alone on a server running Uaseco, you get a "win" (you won your xx race) if you have completed the track.
It counts on the driver's statistics.
You should only have a "win" if there are at least 2 players on the server, I think !?
