I had an Ati Radeon HD 4850 512 MB and I had everything on maximum ( except anti-alliasing on "none" and Anisotropic Filtering on "x8" ) and my textures were a bit blurry...If I setted the shadder quality on fast or very fast the textures were not blurry anymore but it was depend...

Try to set the "Shader Quality" to "Very Nice".
