I'm 90% sure about this. If I understood correctly, they are implementing a feature to avoid the black screen which usually occur when you Alt+Tab between a full screen game and the desktop. That being said, it might not be related to this topic.

Just as information, the few last Windows 10 Insider builds have a known issue of causing important FPS drops in full screen games, reducing from any value to less than 30. I don't know if you have it, if so, just wait for future build and don't play in full screen.

New issue discovered: RaceGhost_Add(Ghost, True); is not deterministic as well. Sometimes work (ghost is transparent), sometimes not (nothing). When passing False, it works 100% of the tries. With True, you can cross your fingers.
