Hmm, well then. I have a similar problem. I edited a skin from ManiaPark, but it only shows up in the "Paint A Car" editor. The only file I messed with was the DetailsDiffuse.dds

If I had an explanation I could probably solve the problem.

I finally got it to work for me. Documents/ManiaPlanet/Skins/Vehicles/CarCommon/carname.zip Then go into Editors in the menu. Select Manage Packs. Click Add. Find carname.zip and it will authenticate your ID. Voila! I'm not sure if this is just me, or if I'm looking in the wrong place, but I can't ...
