To be quite frank, you say the 4.1 update (assuming that's what you mean with "why push an update") is "broken", and yet you only describe something in your first post that I don't really see as game breaking in any way, more just a very minor annoyance. It's not worth completely...

As it stands, we don't know if Maniaplanet is going to be receiving updates any time soon, or at all, considering Trackmania is their current main focus.

The problem has been reported to Nadeo, they are aware of the problem.

This feature would have to be implemented as a plugin, which means exposing the ability to change physics of the car through scripts, allowing anyone to write a plugin that just boosts their car to the finish line. Openplanet has intentional restrictions about not being able to do that.

Due to the nature of Openplanet's "open" plugin system, this wouldn't be possible without also making it easy to cheat, so unfortunately this is not possible.

Yes, you can safely empty this folder. The side effects you will see in game is that the game might start & close a little faster, and your game will have to re-download vehicle skins of other players.
