Did you also try using F11 to switch between different modes (Window, WindowFull, Fullscreen)? And did you also try to select a different resolution inside the game (top bar menu)? Final question: are you using DSR? Yep, it never uses fullscreen, only window and windowfull. I tried pretty much ever...
