Maybe it's a permission problem. mpbc copies NadeoImporter.exe to your ManiaPlanet folder and then runs it. Can you try manually copying the NadeoImporter.exe from the mpbc download to the ManiaPlanet folder, then running mpbc again?

Rumelius99: don't run NadeoImporter directly. Run mpbc.exe as indicated by the manual; it will copy NadeoImporter to the ManiaPlanet directory for you.
