What do you mean by this? Release all the environments/title packs of SM first? Does this mean there are more TM2 environments/title packs coming?

Not necessarily. QM could be released with a first environment / title before "all" planned titles are released for TM or SM. Just like they did with SM after they released TM² with Canyon
