first, you need to create an own texture, and save it in DDS or WEBP or WEBM, or PNG format.
Then, the folder can be for example Skins\Any

The banner needs to have aspect ratio of 8:1, e.g. 1024x128 or 2048x256 or 4096x512.

If you want the banner to be visible for other players as well,
you will need to place the banner image on a server which is accessible without redirection links,
and you also will need to provide a so called locator file.
This is simply a textfile which is named like your banner file, with .locator.txt at the end of the name,
and which contains the link to the file on the server.

In the map editor, select the paint bucket symbol which goes to the skin mode and then select the block(s) where you want to change the banner.
Select either your local banner file if it is only for yourself, or enter the URL to your banner file on the server.

Note: after adding a file to your Maniaplanet documents folder, please restart the game to force it detect in all new files,
otherwise you won't be able to see them in the game.

I had to change the folder, or my banner won´t show up in the selection window.

:EDIT: I had to play with the mipmaps
