Mousewheel doesn't work[fixed]

I'm afraid that I don't really know what's wrong then. For me it's just visible and I had exactly the same issue as you did until I changed this setting.

some blocks can't be raised.
and in some rare cases, the cursor is stuck at the ground.
select a different block, e.g. a simple street block (2-1-1) that ususally can be placed at any height and try again.

Please also check if the mouse wheel is not set to scroll too fast at once in the driver.

That was my first action but it didn't work. Camera controls are working with the scroll wheel (+Alt) so it has something to do with the game I think.

Do you have another mouse you could check?
Just plug, let the drivers automatically install, and try again.

I am afraid that is the reason I am pursuing this, because I can't change my mouse. It sounds foolish but I can't change nor I can find another to try it, I barely even have internet xD so that is why I need help with this one. I will attempt to find another mouse to try in the following week

Which options does your current mouse driver have finally?
What do you see if you go to the mouse settings in the control panel?
Try to reduce the "speed" of the mouse wheel there.

It works! (halleluiah!). Funny thing is I don't know why. I did two things: first I installed the Ms mouse and keyboard center and then I made a new profile on my computer (cause my old one contains unicode characters), one of which apparently fixed the problem.
