[PLUGIN] Server Neighborhood 1.4.7 (UPDATE)

Since Undef is a little busy in personal life, we have made some necessary changes to the 1.4.6 version until he has time again

- Compatible with Xaseco2 1.01+ and MPaseco 0.71
- Writes the correct packmask to the server xml
- Reads the packmask from the xml file instead from the server, and thus:
- Compatible with TM2 Stadium, Canyon and SM Storm (join links fixed)

- Incompatible with SM Royal EXP, Elite, Joust
- Minor bug when using server rotation (offset notice)

Changes and install text updated.

You're right, i'm a bit busy in real life. But i also have a snapshot for testings online at http://www.undef.name/#CurrentSnapshots. This isn't a official release, but it seems it's running fine. Feel free to test it and PM me all bugs you found.

Btw.: My version should run with all possible Titles, but i didn't tested all right now.
