Stamina Max Values

I have been working on an action that temporarily increases a Players Max Stamina and its Stamina regeneration rate, only to find that the limits of these to parameters have a maximum value limit.

is this suppose to happen?
if so, why?
will this ever be changed to allow as much Max Stamina as i want?
