[R4.1] Stereoscopy settings half gone and bugged

1. the stereoscopy cannot be configured in the new graphics settings menu probably a todo point

2. at the login screen, the old graphics settings menu is still there, and stereoscopy can be enabled and also configured there
but also there are errors when switching to left-right (or left-right', doesn't matter):
a) only the left screen appears and
b) not any selection can be done with the mouse, there is no hover anymore, hence it is impossible to restore "none" or "red-green" etc.

3. In title menus, there is not any stereoscopy ( ), after crossing the main menu and entering a title, the stereoscopy is only visible when the game actually really starts the 3D again. this is a mismatch between main menu, title menu and the actual gameplay.
At least all official Nadeo titles should have stereoscopy from the begin to the end

4. the setting is (luckily, i need to say in my case) not saved, so a new start of Maniaplanet64.exe has stereoscopy disabled.
