So what's the deal with the buddy chat popping up randomly and taking up half my screen in the middle of a race?

I can't speak for in-game... as it kicks everyone off... however, in the menu (which I'm staring at waiting for a 668mb update for the Royal / Royal Exp) it makes no difference.
