The problem with escaping instead of fighting, is that it leaves the bully believe his behaviour is rightful. If nobody is gutsy enough to face him, he will invade everything with his shit. That's what happen in lots of schoolyards and each year some teenagers commit suicide because they have been harried by classmates and adults took it easy. And yes, Facebook suicides happen. I think (hope) the problem here is not as serious as that, but it doesn't forbid us to help making such behaviours stop.

I don't know any law or any judge that prevent them to do so. They can protest when they are offended, and they should do as any other. Maybe they are seen as dominant, and as dominant they are not expected to need help, which might dissuade them to complain. For instance, rape is said to be less declared by the victim when it is commited on a man, than on a woman. But should we tell victims to shut up? Never!
