I found another thread on these forums where someone had micro-stuttering and he said that steam was the cause.
So now I uninstalled the steam version and im using the non-steam version. Somehow the game is waaaaay smoother now and I have 20-40fps more using the same settings.
I really dont know what is going on, but at least its a lil bit better now

Little update:
The 970 ( with its current drivers ) isnt a good card for this game as you experience micro-stuttering/lags & fps drops.
ALL my teammates at CPLAY can confirm and have the same identical problem.
We tried everything: Bios update, GPU bios update, trying old nvidia drivers, reinstalling the cards, several settings, ...
Another thing I would like to say again is that I didnt get any performance increase compared to my 570 card ( from 2010!!! ) Maybe this is also NVIDIA's fault, but I cant help but think that the game isnt optimized for the newest cards.
( 970 = dx 11/12 , Maniaplanet games = dx9 )

But NVIDIA denies it so yeah 
Anyways, my teammate is selling his card because he is still experiencing lag. For me it's pretty okay now... but Im not happy. I still cant understand that a 4-5y old card ( the 570 ) gives me the same ( but more stable ) FPS.

hopefully not that soon
But at high resolution (especially when using the new "Dynamic Super Resolution" feature), with heavy ShootMania or RPg Stadium maps, and all details switched on, lot of video memory is actually being used...
Btw. ManiaPlanet launcher shows only 3GB memory detected.
And the debug version logs the following

maniaplanet.exe is 32bit so the maximum is 3GB, but thats RAM & not VRAM?

not exactly.
With 32bits, normally 4GB data space can be addressed in total (2^32=4GB). Actually it is less, depending on the OS specialties, e.g. additional caches or management memory.
That PC with 4GB RAM and 32Bit Windows can only access ~3GB has other reasons, like special "window" memory sections e.g. where hardware components need to be addressed, but this is a totally different topic.
The above mention of 3GB was the video memory "detected" by the ManiaPlanetLauncher.exe, in the advanced video configuration.
The debug version of ManiaPlanet has also read from Windows the actual memory size of my PC, which is 12GB:
