[TM2] Graphics - VERY low FPS - Windows 10

I have had this issue randomly before on Windows 7 and 8x, but after resetting it usually sorted it's self out...

I recently upgraded to Windows 10 (like 14 million others) and now I'm lucky to get 24 FPS in game...

My usual settings (Worked fine previously : stable 60fps)
AA: FXAA
AF: x8
Bloom: Med
Motion Blur: Off
(V-Sync: On)
CPU/GPU Immediate
Display Syncro: 1 Frame

Now, with these settings I get around 22 FPS as soon as I load in to game, resetting to defaults doesn't make a difference...

I DID get it stable at 60FPS yesterday for one round, but as soon as the map changed, it reverted back to low 20's and didn't get better again...


This is on a FRESH install (reinstalled to try that too) of Windows 10, with a FRESH install of ManiaPlanet / TM2

Specs:
i7 860 (2.8Ghz)
16GB DDR3-1333
Radeon HD7950 3GB
