I can't play night tracks because my computer can't handle "nice" shader setting fast enough. However, I don't see car light being very taxing process (the car shadows run fine, and I see this is not too different) so I think it should be a separate option or always on since it clearly affects gameplay.
There should be no gameplay-wise benefits for having better computer.

I have to agree with the posters here - it should be a no-brainer to allow car lights to operate without using shaders.
