sign problem

Hi

I need a little help, im currently making a sign for a track im making, as the background im using the image from the concrete blocks with a black image overlay and a blue image on that, the black and blue are fine but the problem i have is in the night mood the concrete texture illuminates as if it is white
so how do i stop the illumination being too much
