look for tutorials here in the forum and e.g. on ManiaCarPark.
You have two different possibilities:
- add stickers to the corresponding folders and apply them using the ingame painter
- save a new skin and edit the texture using a image editing software

Even tho making stickers and stencils is easy, when I first got TM and tried to get my head round this with tutorials I just got soooo confused. So here's how to do it in plain language
Let start with the STICKER and we'll use an image of an eagle.
First, get yourself an art program that will handle both Targa (.tga) and Direct Draw Surface (.dds) files. A great, and FREE, program is Paint.Net http://www.getpaint.net/ Now we're ready
1. Create a folder on your desktop called 'Eagle'.
2. Select the image you want to use, not too small or it will pixelate when you enlarge it in TM Painter. Use the 'Magnifier' tool to see how it looks.
3. Next use the 'Rectangle Select' tool to Cut a border around the image so that there is a transparent (chequered) frame around the image. This stops the sticker from 'striping' in TM Painter.
4. Next, use the 'Wand' and Cut, or the 'Eraser' tool, to remove any background you dont want from the image. This will leave the image with a transparent (chequered) background which can be added to any colour car.
5. Save the image as sticker.tga into you 'Eagle' folder. Do NOT close you art program.
6. At the top of the art program (Paint.Net) click on IMAGE / RESIZE IMAGE and change the image's height and width so they are equal, I use 128 x 128 pixels.
7. Save the image as icon.dds into the 'Eagle' folder. This folder should now have two files in ... sticker.tga and icon.dds. Now copy this folder into your Sticker Folder in TM ... This is usually located at C:\......My Documents\TrackMania\Painter\Stickers
8. Start TM and go to Painter to check that your sticker is there and working properly. Once your are satisfied with the results, you can delete the 'Eagle' folder on the desktop or save it to somewhere else for safe keeping.
Job done so I hope this helps you get started and you'll find it fun.
Making Stencils is very similar but the image must be all white in colour and change the name of the Sticker.tga to Brush.tga and it must be put in your Stencils folder which is usually found at location C:\......My Documents\TrackMania\Painter\Stencils
Vector images provide better results and a useful site for 'brand logos' is http://seeklogo.com
