It was in earlier versions of quake 3, and have nothing to do with the refresh rate of a monitor.

On topic, yeah you should have a better view of moving object with a 120hz monitor it can affect your aim a little bit, that's why some old quakers prefer playing on a crt than on lcd monitor (other than 120hz).

Skill to read is unique nowadays.
My question was to developers, and it is related to refresh rate. Have you heard of vertical synchronisation ?
