I think the differentiation between the default editor and the TM2Unlimiter is the better solution, because this increases the amount of "good" maps and people that have the will to invest there time to find the Unlimiter will also have the will to produce high quality maps. At least this is my opinion about the case

But don't you need unlimiter to play maps made with unlimiter? I've never installed it, and I've never had an issue, so I assume none of the many hundreds of community made TM2 maps I've played on random servers used it.
People don't want to go and have to download some program just to play on these maps, so most people won't, and the maps will never get used.

if the map is just blockmixed (so building area is not bigger than normal), it will be played properly, no program needed.

While I suppose it is true that the unlimiter works with SM, I can't say it works very well.
There's lots of blocks that when placed make the map editor incredibly unstable. I'm getting instant CTD's every time I try to delete low arches. Also it seems like there's some rules that the unlimiter doesn't change. Like when you place an arch low enough it just doesn't render the top at all.
I wish it worked better, currently the game just seems to lack some basic blocks, like passageways that aren't necessarily tunnels.
We really need more floating/bridge blocks. Also some kind of mid air running platform would be awesome as well.

what is annoying me is this..
Why isnt it a default option in the in-built editor to place a block in the air to either be A) in the air as a floating block with a bottom, or B) a column to the ground..
its such a basic thing...
at the moment, floating blocks in unlimiter don't have an underside, so when you walk underneath it and look up you just see sky
