locked graphic settings

Could you give your graphic dedicated memory amont please ?
(search for "[Sys] Gpu Memory Video MBytes" in the game log)

For me it's 245 MB:

its meant to be 256mb but this says "[Sys] Gpu Memory Video MBytes = 211"

Indeed, this is what I thought:
We found many players had issues (game no longer responding due to driver saying he's running out of memory although we allocate less than the device limit) with Nice quality and with less dedicated video memory than 420Mb (128, 256 or even 384Mb).
Then ">=Nice" qualities are disabled when dedicated memory amount is low.

In beta 1.3b version (september 18th), you're now still be able to get thoses features by asking the game to use more Agp video memory (in your case use at least 256Mo of Agp).
Please note, using additional agp video memory may not be as efficient (the bandwidth is often smaller) as using only dedicated memory.
