It was the same with canyon, apparently we were supposed to be able to play on really low end computers but (I dont know the actual thought process behind this) nadeo decided to make the game look good even on lowest settings so the lowest settings weren't so low anymore. I Played TMU with almost max graphic settings and had to have canyon on lowest possible.

Now I have a new PC so it's not a problem for me anymore but I still support this!

The choice to disable shadows and clouds would be very much appriciated yes!
