I think you can have 100 tracks in one title pack. Mr. DVD's minis title pack has about 100 or more I think.
I tried to make the ESCW title pack for myself today. Shadows calculated at fast quality because my laptop sucks.
Unfortunately there is a bug with creating title packs that makes random tracks unplayable. I think I can fix it by revalidating tracks that don't work but that still means I have to go through the entire campaign to ensure it's bug free.

Perhaps you can "split" the tracks like this into a title pack:
WHITE - Beginner- A-B-C
GREEN - Advanced - D-E-F
BLUE - Expert - G-H-I
RED - Bonus - A-B (available on nations.tm-exchange.com)
BLACK - Pro - all Pro-tracks
Just a question - is TM²Stadium slower on every track than Nations ESWC? Because some author times seem to be unreachable.

If I remember correctly, you can probably split them into 2 titles, normal maps and lolmaps...

I slapped something together for the ESWC campaign, clicky.
There is some silly scrolling bug going on which means that you'll have trouble selecting the C5-C9 tracks, F5-F9 tracks and I5-I9 tracks. You basically have to select them like this because you can't click on them like this.
That's also the reason why you see an A-0 track at the end, otherwise it wouldn't even scroll down completely.
I used Shinigami's maps for this because mine were lowest quality. Let me know if you come against unplayable tracks.
