Yeah, you should be able to set that by selecting from the menu "external skins" : "Disable (completely)" , Enable (No DL) and Enable.

It might also be worth checking that you've not disabled custom skin downloads as well. It is an option somewhere in a menu.

It took me a while to realize what was going wrong as I checked my server logs and never saw any traffic towards my skin and avatar files, but eventually realized that they were probably limiting the open beta users somehow. But the lack of sharing a custom car skin is never conveyed anywhere in game, nor on the official or steam download page. Only in the first announcement post on the site:

Just like for the ShootMania Storm Open Beta, free Open Beta accounts don’t gain any Planets while playing Stadium [which isn't true, you just can't spend them], their custom car skins aren’t shared on servers, and they do not get the official replays on the 15 tracks currently available in the solo campaign.

So.. that's the reason for TM2 Stadium at least. I don't know about TMUF. Seems silly to restrict P2P traffic, but that's whats happening.

This grey car issue started in December 2012 and never really been resolved. Some say it has, but I cannot confirm this because I tried just about everything.
Maybe the P2P priority has been set to a very low level and it will take a year and a bit to download a skin from another player....
or since they changed the configuration menu to allow you to chose 'mod','skin','music' etc download separately , they accidentally swopped the tick 'yes' for a 'no'

who knows ??

So far I can see one custom car and about 2 custom avatars, that's it !! no matter how long I play on a server. (same dedi server, so can't be the server settings).

This is in Canyon, not Stadium free play !!
