Hello LuckyBoy, the version ("build 13/02/2013 11:14") you have linked here isn't working properly, all the stations are empty, and not any game can be started ("the title isn't playable") :|
It seems not match the actual regular build ("Build 27/02/2013 11:18").
If you could provide an updated ManiaPlanet_Logs.exe this would be great

As a rule of thumb at what point (passage of time) does it become a freeze and not a load time?

There is no exact time duration as the loading time depends on the individual machines,
but only to start Maniaplanet should never take more than a few seconds.
Then it shows the user selection dialog. After this it connects to the server, synchronizes the profile (which depends on network speed) and displays the main menu with the title stations.
Loading a game, especially a map, takes much longer (up to a minute or so).

Some user have reported that it took many minutes to start ManiaPlanet,
but then they realized that the cache was taking several GB of data.
After cleaning the cache, the game was loading quickly again.
