Hey, everyone who want that other players hear your horns and see your cars - first of all, that type of resources are located on your computer, even if you have external locator. That means server (or other player) should read that loc file first from your computer anyway and only then other players' games will known where main file is located. And that means that you must enable p2p ports in your router and enable TM in your firewall (both ways), otherwise nobody will see your custom cars and hear your horns.
