The speed isn't everything, if the server is in France and you in the USA a player with 10mbs connection in France will probably start before you.

Give us specific Map and link to a replay of those "cheaters".
I am pretty sure it's just some details that you overlook. But with just general questions we can not decide. Link to the replay, please.

actually, no matter how quick your connection is, the server's upstream to your pc is the one that counts. So my guess, instead of thinking of cheaters/speedhack or whatever, they are just closer to the server than you, already have the map you're downloading in their temp directory or have disabled p2p/lower gfx settings etc to speed up their loadtime at mapswitch. That way they start sooner.

However I have to agree that I've never seen a cheater in Canyon, and I've also been playing it since the beginning.

you can't see them online, only some replays have been reported as cheats
