There are some LCD that can do 120Hz, also for 3D viewing.
But the refresh rates are relatively fixed, due to the technology.
Internal image processing can be much faster, but usually there is no visible setting for that.

For my new monitor Windows provides 59, 60, 85, 100, 120 and 144 hz options for refresh rate. I don't know if you consider this "relatively fixed", if not - this is the example

I can choose a lot of refresh rates via windows or my screen-menu.

A lot of LED/LCD televisions can also change the hz, so I think it is more common that it can be changed than that it can't... Unless of course your tv/monitor is already running a the bare minimum acceptable hz to begin with. At which point why would you try changing it any lower?
