Well, I still have this bug
And I've just received the #2.3b update (Build: 2013-08-01_17_12)
My spec details:
I play on the almost lowest graphical settings possible.
All set for faster, no post process fx, the only setting that is not the lowest is textures which i set to medium.
I play with the high definition option UNticked (however sometimes i render video and screeshots in max settings with this enabled)

graphic card: Intel® HD Graphics 3000
processor: Intel(R) Core(TM) i5-2520M CPU @ 2.50GHz
ram: 4GB DDR3
-OS:
Desktop Resolution: 1600x900
Maniaplanet setting resolution: 1280x720
Windows 7 64 Professional
Single user
Full admin rights
