Not in my case. Since Valley I am using & learning a ps3-gamepad to get a new ''feeling'' of the gameplay. Well, it is quite nice.
But referring to your subject:
I am just using the gamepad in valley.. and for ONE time I tried the keyboard. The result: I was better with the keyboard than with my gamepad! The reason might be, that I always used the keyboard in TM-titles..
It just depends how
much time you spend in learning the dirt environemt in valley with your keyboard/gamepad/joystick or whatever.

There should be option in game menu to choose keyboard or pad/other. And different sensitivity that matches to same feel and no power over another.

Im not sure what youre getting at here. If you are referring to some kind of setting that would balance using a keyboard vs a pad, then that would probably be basically impossible to balance.
If you are seriously concerned about being able to compete for top times rather than play the game for casual/semicompetitive/fun racing then you should probably get a pad. And Ill tell you what, simply getting a pad will not make you any better until you play and practice. I have played keyboard for a long time and I can get good times and I have fun, one major reason I havent switched is because to switch and learn how to precisely use a pad is frustrating for me.

I think it´s a thing about experience. The handling is learnable and then there is no difference.

The thing is there's not so many racing games that are even playable with keyboard, any simulator needs an analogue pad or steering wheel to be controllable. So for IMHO the one good racing game for keyboard, TM , it would be nice to be able to play online against other players with the same weapons. Just like it's a good idea to keep console players and PC players seperated in online FPS games, because you can never beat a mouse with a pad.

And joysticks? Joysticks are a staple of PC games, flight sims and space sims are not the same without them. I'm pretty sure a good joystick can offer more precision than even an analog pad. And they are as common for PC gamers as a keyboard. As such, I think the argument is moot. Gamepads have been available for PC since they were originally made. One of the first things I did when I put together my first PC so many years ago was buy an $8 gamepad.

I have an extra gamepad I can give you if it's that big of a deal? I've gotten better times on A01 with keyboard than i have with a gamepad and I've only ever used a gamepad to play until trying kb in Valley. It just comes down to what your most comfortable with.
There is also no end to that argument, it's grass is always greener on the other side stuff. You'd have to have everyone using the same PC, same graphics card even because someone at a higher framerate has an advantage over someone with a lower frame rate? What about mechanical keyboards versus cheap ones? Blue switches versus Red switches versus Black switches? Different sensitivies? Different screen sizes? Different eye sights even... Left handed versus Right handed... Some people play better on Tuesdays so we all have to play on tuesdays?
There is nothing stopping anyone from buying an $8 gamepad. There is a great one on amazon at the moment for 9.95 that will probably last ten years. Kind of silly.
