Sure, if your basis is that people play less when they're off school/work than when they're on. Because you see, people who play games tend to play more when they don't have school/work.
Also, average line over months? Is that max number of logons to Shootmania pr month? If so, such a number means nothing. If you get 10 players who play 1 hour a week, does that make up for the 1 player that used to play 25 hours a week?
Ofcourse not, because that's a deficit of 15 hours of playtime a week. Which is why the peak hours matter when looking at the statistics.
