Re: Uploads to Steam Workshop are nearly impossible
Only an idea... the ManiaPark crew could make a ManiaPark on Steam, if that is possible.
Or if there is a suitable API, users could link their Steamworkshop creations to ManiaPark, to have one common list of them.

Re: Uploads to Steam Workshop are nearly impossible
Sorry to change subject a little, but my experimences on steamworkshop is not very good, as server admin (and server plugin developer) point of view.
Workshop integration is very good in general, it would be very great to have all these customizations on one good place, BUT as steam workshop is really step backwards for server admins
There is no api to access the workshop, you can't list them using any known api, also adding maps directly to server is not possible since no api exists... You can't download the maps from workshop directly using HTTP GET either. This means also that no skins, mods, or anything else can't be downloaded from anywhere else than using steam..
Example for adding a map to server from steam workshop:
the only way is to download the maps using your steam, then wait for maniaplanet to start and hope that the cache contains the map downloaded. After that find the map, upload it server, add it manually from the maps folder... that's 6 manual steps to do, and countless clicking
compared to...
With eXpansion you can search maps from mx with ease from mx, just 2 clicks (click search maps + click install next to map name) and the map is downloaded and ready to be played, also other server plugins, like mx-plugin on xaseco or fast can download and install the maps automatically from mx, as easy as typing a one chat command.
I prefer using community services over steam workshop.
Currently all major maniaplanet community sites have very good apis, compared to steam workshop.
