With as dynamic as TrackMania is, I don't see why we couldn't do both in the same game... Tracks like MCM2 and tracks like Trials Fusion. The possibilities are awesome!

Absolutely.
I always wanted to make an animated draw bridge but, everyone playing would have to start at exactly the same time for that to work properly and be fair.

Very likely possible -- how easy it would be probably depends how the game client reads the tracks when you're connected to a server... But even in rounds mode the different players are pretty much driving the track "solo" -- not interacting with any other players. The client likely handles the track locally already -- I think it would be faster that way but I'm no expert.

Didn't TMUF Rally have an animated windmill? I don't recall if there were collisions with the blades or not though. I know there are no collisions with the blades on the Valley windmills though, so... I'm thinking not.
