Yeah, sorry, the debug version does not work with the Steam setup unfortunately.
You kmight want to try to install the regular standalone version that does not need Steam at all first.
If deleting the file Default.SystemConfig.Gbx alone does not help, also delete the folder from "ProgramData" -> Maniaplanet -> GpuCache_D3D9.
Also use the Launcher application to delete the game cache. Here go to the advanced configuration, Peer-to-peer, press the button "clear game cache".
Note: I'm using Windows 10 64Bit, a Gainward GTX 970, and nVidia drivers 376.53 (as I don't need to play newer games for now) without any crashes, on both regular and Steam versions so far.
My game keeps crashing my computer. Giving me different color screens.

Wasn't using Steam, was using the full on client by the website. Anyways, the things you told me to do don't work unfortunately.

Are you using default and automatically updated Windows drivers for all your devices, or are you updating manually, e.g. nVidia drivers?
Perhaps it would be a good idea to uninstall the nVidia drivers and also remove all settings, and install them fresh again.
If you're using a HDD, it might be necessary to defragment it using another tool than Windows automatically does.
Since everything else seems to be working fine, I won't recommend a complete reinstallation of your PC.
But a clean uninstall of Maniaplanet, with a backup first, but without restoring the backup files, to see if it still crashes, this I would recommend.
It is very strange that the updater is trying to download some files, but this might be due to the switching between debug and normal version.
Also, make sure that your firewall or antivirus software is not blocking Maniaplanet for both UDP and TCP ports.
