I want a rainbow road map, and there 2 maps couldnt install their skins for whatever reason and 2 didnt show up

Did you download the Mod AND the Locator:

If not, then close the game, download these (to Maniaplanet/ Skins/ Stadium/ Mod) and then reopen the game .... This should work for you.

You can get maps made by players (some with Mods, some without) at Mania Exchange https://tm.mania-exchange.com/home/index. These maps are fixed, made by other players and ready to play. So you can't (normally) change, remove or add a Mod to them.
*But you can make your own maps in the Editor.
