For previous TM games, the beta started closed with several players (mostly well known players : for their game level, mapping level, modeling level, manialinks, community tools, etc.). More beta players were added nearly each next weeks, and finally the latest weeks of the beta it was not public but widely opened (probably to test a little more how masters, dedicated and games reacted with many players). I'm not sure but i think that the Hylis games ("stupid" quick reply small questions on the forum), with beta keys as prizes, started at about half of the beta...
Well, nothing say that it will be exactly the same way this time
