No the idea of locators isn't bad, it is a simple solution that works well once you know how to use it. But it is to complicated for the average gamer that just wishes for a custom skin. TM has been around for sooooo long and still there are no better solutions to replace this.
Maps & map blocks & mods; that is something much more complicated and I perfectly understand why TMT won't support it. It is some customization you bring to something you create. If you decide to create a map with custom items you must understand that it will be harder to distribute.
But skins, since TMU we can directly download them from in the game, yet we still can't easily share them and need to rely on someones locator which uses a url that might or might not work.
For the permissions, well Nadeo can simply host only one skin/3d car per user, and not bother with detecting same skins. That way the only host one per player and that is all. I don't know
