There are, however, Stadium cars on ManiaPark that take damage... so... you could use one of those I would imagine. If you really wanted a car to destroy. ^_^

My question is, is this just some lolsie Development tool, is it a code name for QM (Conspiracy Theory ), or is solitaire actually gonna be implemented into Maniaplanet as a title.

It starts with "So" and has those cards on it, so it's definitely Solitaire
