Yeah, okay, the user interface is not a long part of the development but not a lot was added to TM2. Whenever I go on a server for example the interface is almost exactly the same as the free game TM Nations! Most of these new features you talk of are very difficult to use. You know what people do with games that are poorly designed like that? A lot of new features and improvements of old features has been done too (ManiaScript, Manialinks, Game Engine, MediaTracker, Instant Chat, Titlepack system, and I will not give all it will be long).
Ubisoft has money but it's not a reason to "give" the game. Hylis say 2 years ago that each game will be at around 20€, zero surprise on at.

I don't recall this CEO man saying each environment would be 20 euros. What myself and many others took from his statement of 'free to stay' is that we would receive skin packs at a later date. When TM2 was originally announced, notice how there was no mention of Canyon? When Canyon was announced I thought to myself, okay so there's been a delay in development, they're having to launch the other environments later. But instead we have gloss added to TM Nations = TM2 Stadium and a few skins and handling changes = TM2 Valley.
All 'updates' for free? I thought, back when TM2 was announced, the environmental updates are what he was talking about! Turns out you only mean bug fixes I.E. stuff that should not be in the game in the first place, if it were made correctly! Don't you see? Including 'free updates' for stuff like bug fixes are a given in any modern game. Hardly worth calling out in an interview that TM2 is a "pay to stay" game!
When TM2 was initially announced I thought to myself "Great, a decently priced racing game for PCs from the creators of a really popular free racing game that I play a lot". How wrong I was!
