I have this application installed, and in idle mode, it is downclocking the CPU in fact.
The Asus tool is adjustable, you can limit the max, and on my system it uses 3%.
Besides this, the modern CPU can overclock themselves automatically to some extent and you even don't notice it.
The Asus tool just makes this visible

Thanks senior, you are my savior now I can play without stuttering, I'm going to notify at steam subforum "tm2 canyon" to notify everybody about that, because already 3x more users posted them same problem!
