How do you differentiate between persons with $200 professional grade, mechanical keyboards versus someone with a cheapy $14 microsoft keyboard? With proper switches and finely made parts, a mechanical keyboard has faster response time and a specific key depression, meaning I can press the keys on a mechanical keyboard a higher number of times and with more accuracy in any given period of time.
I don't think you can make core game changes to a game because someone doesn't want to spend $9 on a gamepad. It's got more to do with just digital versus analog input alone.

you can drive all the environments properly with every piece of equipment, even the united environments like island and rally. i know people driving equally fast with keyboard on island than me with joystick. sure it costed them more time, but it is physically possible.
surely there are differences, but then again it's about what is important to you. if you are really into the game and the competitive part of it, one day you will surely decide to improve your equipment and move to a pad or joystick. i did that too back in the old days. i played with keyboard for 1,5 years, before i moved to pad for a couple of months, and now i drive with joystick for more than five years already.
one funny remark, by the way, is that there is a similar discussion between pads and joysticks on for example rally. it is significantly easier to drive rally with a joystick than with pad. differences exist. besides that there are also many differences between cheap and expensive keyboards, like edk pointed out!
in the end, i think nadeo made the right decision to have some environments to be keyboard friendly (desert, stadium, coast, canyon) and some analog friendly (island, rally, bay, valley). it gives the game the depth necessary for it to be so damn interesting that i still play it after eight years.
