They are the most important reasons and i can confirm that there is a LP malus for the players who changes their continent (if they are Echelon 5 at least).
Ofc the level will be different if you hand out more points to Americans. The only place where LP actually matters is matchmaking. Americans don't have their own matchmaking so they'll play on the European MM. This means that the "weak" American ech 9 will be put in a team with low echelon players purely based on his rank, not his skill. The other team might have 3 European ech 8.
Also, this LP system makes smurfing much easier. It makes the ladder pointless. It doesn't display the skill so it doesn't make fair teams in MM. I doubt my ech 9 is something I'm gonna put on my CV.

It's not a problem with the LP system, it's only because there isn't enough active players to work correctly yet. The League of Legends ranking system would have the same issue if they had 1 000 players per day for example.

I think cerovan is right, more players would make the ladder feel better. What about putting a matchminimum on Silver/Gold servers via a setting or something?
Currently you can join servers if your silver/gold. What about adding a 2nd setting : 100matches minimum.

Yeah, I was being unclear. I meant the way it works now so that Americans gain more LP. Then new accounts are created with their continent set to Africa or America and then it's much easier to smurf your way up.
Maybe there should be some short term plan with the ranking as well. One that can be used until you have the 1 mil players that you'll have some day.

Its not accurate on the milimeter but Its accurate enough to find out in what continent you live rofl... come on

I agree if it would be used only to track continent.
Usually my IP location is far away from me. Eg, I live in Cracow area, but it detects me sometimes in Warsaw, Wrocław and other cities. One time it even detected me in Czech Republic and in extreme case in Germany
