Why i cant connect to my server error (10060)

You can't connect on your server because you haven't open the port necessary to connect on the server or your firewall block the connection to the server (maybe try to stop im during the test?)

wiell im up and running but there no info any where how to add maps to ya server like old tm1 was /admin add then number iver tryed that dont work and looked every where in to install txt info for the command but nuffing there

Well that depends on which server controller you picked.
See the server controllers manual, or try /admin help command in-game.

/admin help give you some info but nuffing to say how to add tracks as in would in not just be easy just to put in a line to add a teack from tmx type /admin add tmx-id see this link u will ass it dont make sence

try /admin add track mx <id> where id can be for example 1.

Please post it in the corresponding topic of the servercontroller in this case MLEPP and stop poluting other topics which are irrelevant.
